Can Australia embrace a tertiary education reform agenda? What might this look like? Given substantial transformation, it is doubtful the tertiary architecture established nearly three decades ago—and which is clearly under strain—can continue to serve national needs.

Are we close to a tipping point? Are there better ways of organising Australia's tertiary landscape? What can be learned from other countries? What may be the patterns of future demand for higher education? What might be the broad characteristics of a more diverse tertiary system?
